Ladies and Gentlemen,

 

It is my pleasure to take part in this women’s world congress.

 

I will speak t even today about one of the worst kinds of violence against women, made even more repulsive by the fact that people make money from it. I am referring to human trafficking.   Of course there are international agreements, international laws I mean, against this crime – yet, it is massive, and it is everywhere in the world, 

 

My Office, the United Nations Office on Drugs and Crime (which is based here in Vienna), a few years back brokered the strongest international legal weapon to fight this crime – the UN Protocol against trafficking in persons.  Our job (one of ours.. at least) is to promote implementation of this international commitment by member states.  Last year we organized the Vienna Forum against human trafficking here in Vienna.  We have also spear-headed the Global Initiative to Fight Human Trafficking (known as UN.GIFT). Why is this necessary? Because slavery exists in the 21st century, and it is crime that shames us all

Excellencies,  Ladies and Gentlemen,

 

It is my pleasure to take part in this meeting held under the auspices of Her Highness Sheikha Sabeeka Bint Ibrahim Al-Khalifa.  This important event follows up the good work started by the Women Leaders’ Council, launched at the Vienna Forum against Human Trafficking a year ago. My compliments to Suzanne Mubarak, to the council Co-Chairs Dr. Hammad and Baroness Goudie, and to the Council who are leading the fight against a crime that shames us all.  

 

The title of this meeting is “Human Trafficking at the Crossroads”. I interpret it in a number of positive ways.

Mr Chairman,

Excellencies, Ladies and Gentlemen.

I thanks the Government of the People’s Republic of China for hosting this event.  I titled my statement “Shanghaimade all the difference --  How the world has benefited from a century of drug controls”.  I hope you agree.  Right here in Shanghai, 100 years ago, the first steps were taken to stop the opium trade.

I would like to conjugate Shanghai 1909 with Vienna 2009.  Meeting in Vienna in a few weeks time ministers – and many of you present here today –will review the past 100 years of drug control for sure, but especially the past 10 years – namely the outcome of the process that started with the General Assembly special session on drugs (UNGASS, 1998).

The numbers speak for themselves:  drug control has worked, and this is documented in the volume UNODC prepared on occasion of this Conference.  I invite you all to look at it carefully.

Señor Presidente, Excelencias, Señoras y Señores,

Sobrevolando en los últimos días algunas de las paradisíacas islas del Caribe, pude observar la naturaleza y los preciosos recursos naturales de la región:  mar túrbese, cielo blue, forestas verdes et playas blancas.

No único que no se puede contemplar desde ningún avión es precisamente la amenaza a los países del Caribe.

Hay que reconocerlo.  El Caribe está atrapado en el fuego cruzado entre los mayores países productores de coca (en los Andes) y los mayores países consumidores (en Europa y Norteamérica). La mayoría de sus países, desde un punto de vista geográfico, son islas hermosas. Sin embargo, no están aislados del resto del mundo – de hecho, su destino está marcado precisamente por esta circunstancia.

Ladies and Gentlemen,

This year we mark the 100th anniversary of drug control. In February 1909, representatives of 13 world powers met in Shanghai to take action against an opium epidemic in China that was having global repercussions.  In the ensuing 100 years, namely over the course of the 20th century, a number of international agreements and especially the UN-brokered conventions (1961, 1971, 1988) created a legal framework for drug control.  The goals were, and remain:  (i) to ensure a sufficient supply of drugs for medical purposes, and (ii) to control the supply, trafficking, and use of drugs for illegal purposes.

 

There is scepticism about how effective these drug controls have been. But when you take an historical and global perspective, you will find the evidence quite convincing. Consider these facts:

Ladies and Gentlemen,

 

My press conferences are usually attended by two dogs, a cat and a bunch of lunatics.  It is so nice, today, to see an audience large and friendly, attracted no doubt by Walter’s magnetic speech-writing ability – rather than by the plenitude of foods and drinks.  I hope my next press event will be as well attended. [photo]

 

Considering the dramatic situation in the outside world, the first draft of my speech to this Vienna convention (…Walter:  but this is a Christmas party!), ..well, the first draft of my statement was titled “No, we cannot!”
