Excellencies,

Ladies and Gentlemen,

 

It is a common place to talk about our time in terms of fault lines, turning points and defining moments.  In fact, I believe the Commission is meeting here, today, at a critical juncture – at an unusually complex time, whether we speak about the financial catastrophe, the resulting economic and social emergency, the climate change, the energy and food shortages, the threat of terrorism and, of course, the insecurity caused by transnational organized crime.  In my opening remarks I’ll obviously focus on this final point, organized crime, though I believe there are threads connecting it to the disquiet in so many other areas.

 

For sure, criminals, thugs and pirates have posed a threat to people, property and activity since time immemorial.  Indeed, for centuries the concern was more about conventional crime, namely offences against individuals, their well-being and assets, in the awful forms of murder, rape, fraud, theft and alike.  These uncivil behaviours remain widely spread.

Excellencies,Ladies and Gentlemen,

 

For at least two decades it has been a cliché to talk about “trouble in the Balkans” because of organized crime and inter-ethnic violence.

 

That image is changing, and rightly so. The vicious circle of political instability leading to crime, and vice versa, that plagued the Balkans in the 1990s has been broken. The region is now seen as a tourist destination, an investment opportunity, and a part of Europe.

1.         It has been recognized for quite some time, but especially since 2005, that UNODC’s funding model does not serve the Office well.  Unlike comparable institutions, UNODC does not have a workable mechanism to fund its institutional core.  Instead:

 

(i)                 UNODC relies on a handful of donors.  Efforts to increase the regular budget share of the Office’s core budget have been to little avail;

(ii)               UNODC’s core funding is not assured and predictable;

(iii)             UNODC’s funding levels are not commensurate with requirements.

Vi ringrazio per avermi invitato tra di voi in conclusione della Conferenza Nazionale, per sottolineare il legame forte tra il vostro lavoro sul campo, il vostro impegno quotidiano, al vasto, analogo sforzo della comunitá internazionale, ed in particolare da parte del nostro Ufficio di Vienna .

 

Ci lega la motivazione di tutelare l’essere umano piu’ vulnerabile e fragile, l’essere apparentemente “deviante” o “anormale”, che invece esprime un carico di sofferenze e sensibilitá, di aspettative disattese e frustrazioni, di solitudine e mancanza di speranza, spesso fin dalla infanzia piu’ precoce.

 

E’ di queste persone che le Convenzioni Internazionali sulla Droga ci fanno carico ed e’ a proposito di esse – cioe’ come meglio servirle -- che la Commissione Droga appena conclusa ha discusso a Vienna .

Madame Chairperson,

Your Majesty, Mr. President,

Ladies and Gentlemen,

 

This Session of the Commission on Narcotic Drugs coincides with the centenary of the Shanghai International Opium Commission (1909).  It is also the opportunity to review progress made since the Special Session of the UN General Assembly (UNGASS in 1998) on drugs.

 

The question in everybody’s mind is simple:  have these multiple efforts reduced the world drug problem?  Up front, let me report what the statistics say:  if we look at the physical dimensions of the problem (tons of production and numbers of addicts), we can state that humanity has made measurable progress.  If we look however at the bigger picture, namely at the impact of drugs on security and development, the assessment is more complex -- and not benign.  Let me explain how I see the situation and what can be done.
